The Texas Department of Licensing and Regulation (TDLR) is currently seeking applicants to serve on the Code Enforcement Officer Advisory Board.

Advisory board members play a critical role in supporting TDLR’s mission by providing technical knowledge, industry expertise, and real-world insight to the Texas Commission of Licensing and Regulation and agency staff. These boards are composed of licensees, representatives from regulated businesses and industries, public members, and other professionals.

Although there is no financial compensation for serving, advisory board members experience the personal and professional satisfaction of contributing meaningfully to the programs and professions they represent. Advisory board members participate in virtually scheduled board and workgroup meetings allowing for flexible participation.

During the stakeholder meeting held on October 20, 2025, TCEQ received feedback that the ethics training should be required for all license types, not just water and wastewater operators. To ensure that any potential updates to the rules reflect the needs and perspectives of those most affected, TCEQ is asking all license holders and training providers (not just water and wastewater operators) to complete this short 8 question survey by November 3, 2025.

Your feedback is essential, as it will help TCEQ better understand how the proposed changes could influence your work, improve regulatory processes, and strengthen the overall licensing program. By sharing your insight, you have the opportunity to shape future decisions and ensure your voice is heard.

Jimmy dedicated his life to public service, working for the City of DeSoto for over 28 years and most recently for the City of Seagoville for more than 2 years. In addition to his long-standing government service, Jimmy was a Registered Sanitarian and a long-time member of the Texas Environmental Health Association, where he was respected for his knowledge and commitment to public health.

Jimmy was known for his hard work, kindness, and generosity. Everyone who worked with him remembers his professionalism, intelligence, and the compassion he brought to his work and relationships.

Funeral arrangements are still being finalized, but the service will be held in Stroud, Oklahoma, at the Sauk and Fox Cemetery. A Celebration of Life will take place this Saturday, August 16 at 2:00 PM at First Blue Ridge Church. More details will be shared as they become available from his family.

During this difficult time, please keep Jimmy’s family in your thoughts and prayers. He will be deeply missed by all who had the privilege of knowing and working with him.

Jeff Williams, 71 - December 15, 1953 - January 11th, 2025

Jeff Williams began his distinguished career with the City of Fort Worth on May 1st, 2006, initially joining the Water Department. In 2007, he transitioned to the Consumer Health Division as a Consumer Health Specialist—a role he remained passionate about throughout his career. Over the years, Jeff earned multiple certifications, including his Sanitarian License, Code Enforcement Officer License, Certified Pool Operator Certificate, and eventually became a Certified Pool Operator Instructor.

Jeff was not only a primary trainer and expert on pool safety, but he also played a key role in coordinating the Mobile Vendor Task Force for many years. He meticulously organized police assistance, routes, and scheduling of inspectors to ensure effective operations. Additionally, Jeff served as the primary health inspector for the Fort Worth Stock Show and Rodeo, leading teams of inspectors to ensure a safe and healthy environment for all involved.

Beyond his technical expertise, Jeff was a dedicated member of our Department Initiative group, where he helped organize many events, including the popular breakfast burrito sales, to bring the team together and support the department.

Before his tenure with the City of Fort Worth, Jeff spent 30 or more years in the food service industry, where he gained extensive management experience. It was during this time that Jeff learned Spanish, a skill he later used to teach Spanish-language Food Handler and Pool Operator classes for many years.

It would be easy to say that Jeff maintained the most organized desk and city vehicle in the division for 18 years, a true reflection of his meticulous nature. He had the driest sense of humor but, there wasn’t a day that went by without him bringing a smile or a laugh to someone. Jeff formed countless meaningful relationships with customers, many of whom considered him a friend. His genuine care for others and unwavering commitment to his work left an indelible mark on everyone he served.

Jeff truly believed in the importance of his role as a Consumer Health Specialist, always going the extra mile to connect with customers and help them achieve compliance. His dedication and professionalism never wavered, and he continued to serve with pride and integrity until his final day on January 9th, 2025—never letting a winter storm keep him from showing up.

Jeff's legacy of service, kindness, humor and dedication will forever be remembered by his colleagues, friends, and the many people whose lives he touched.

Big changes are coming on January 6, 2025, for our Sanitarian licensees when it comes to reporting continuing education (CE) requirements: TDLR will no longer confirm your CE credits BEFORE you renew your license. Instead, you could be selected for a random audit of your hours once you've renewed, so be sure to keep your records current. Previously, failure to complete continuing education would prevent your license from renewing.  Going forward, failure to complete continuing education may result in an administrative penalty. TDLR is excited to make a change that will help issue your license faster!

Mr. Wayne Vernon Doyle, aged 78, of Baytown, Texas, and formerly of Beaumont, Texas, passed away on Monday, October 28, 2024, in Baytown, Texas.

Wayne Vernon Doyle was born October 16, 1946, in Orange, Texas to the late Percy and Mary Doyle. He joined St. James United Methodist Church in Beaumont, Texas as a young man. Wayne graduated from George Washington Carver High School of Anahuac, Texas in 1964.

He attended Lamar University where he became a member of Alpha Phi Alpha Fraternity then graduated in 1968. He then joined the U.S. Air Force, where he served for 4 years and received an honorable discharge. Wayne worked for the City of Port Arthur in the Sanitation Department as a Health Inspector for 25 years and 6 months.

The State Governors office with TDEM (Texas Division of Emergency Management) has requested ten Code Enforcement officers for disaster response for the water system outages in Laredo. They are ready to act immediately to get an MOU with the participating city or for retired Code Enforcement officers. They are interested in officers with Water/Wastewater background but will take anyone Code certified for deployment to the area for several days up to several weeks. Hotel and meals are covered. Time is reimbursed.

This is a high priority situation, and once the PWRT is joined, it opens opportunities for future deployments due to manmade or natural disasters in the State of Texas.

TEHA had several meetings with our state legislators during the 88th Legislative Session to spread the message of TEHA and to speak on the issues of importance that impact environmental health for all of Texas.

On this year's agenda, TEHA is proposing a bill (HB 2424), sponsored by Rep. Romero. The bill would:

• Require individuals performing inspections of public swimming pools to receive the same level of basic training that is already required of operators of public swimming pools and spas.
• Ensure that public health and safety is protected by ensuring that inspectors have the skills needed to identify potential issues with public swimming pools.
