The petition requested that four (4) hours of ethics training be required in each renewal cycle
    for all levels of public water system and wastewater operator licenses. The petitioners proposed that the ethics training count towards the 30 continuing education credits currently required to renew a license.</p>
<p style="background-color: #ffffff; line-height: 1.4; font-family: helvetica; color: #000000;">During the stakeholder meeting held on October 20, 2025, TCEQ received feedback that the ethics training should be required for all license types, not just water and wastewater operators. To ensure that any potential updates to the rules reflect the needs
    and perspectives of those most affected, TCEQ is asking all license holders and training providers (not just water and wastewater operators) to complete this short 8 question survey by&nbsp;<strong>November 3, 2025</strong>.</p>

<title>In Memory of Jimmy Stephens </title>

<description><![CDATA[<p style="color: #222222; background-color: #ffffff; font-size: small; font-family: Arial, Helvetica, sans-serif;"><span style="font-size: 11pt;">It is with deep sadness that TEHA shares the news of Jimmy Stephens’ passing yesterday morning.</span></p><p style="color: #222222; background-color: #ffffff; font-size: small; font-family: Arial, Helvetica, sans-serif;"><span style="font-size: 11pt;">Jimmy dedicated his life to public service, working for the City of DeSoto for over 28 years and most recently for the City of Seagoville for more than 2 years. In addition to his long-standing government service, Jimmy was a Registered Sanitarian and a long-time member of the Texas Environmental Health Association, where he was respected for his knowledge and commitment to public health.</span></p><p style="color: #222222; background-color: #ffffff; font-size: small; font-family: Arial, Helvetica, sans-serif;"><span style="font-size: 11pt;">Jimmy was known for his hard work, kindness, and generosity. Everyone who worked with him remembers his professionalism, intelligence, and the compassion he brought to his work and relationships.</span></p><p style="color: #222222; background-color: #ffffff; font-size: small; font-family: Arial, Helvetica, sans-serif;"><span style="font-size: 11pt;">Funeral arrangements are still being finalized, but the service will be held in Stroud, Oklahoma, at the Sauk and Fox Cemetery. <strong>A Celebration of Life will take place this Saturday, August 16 at 2:00 PM at <a href="https://www.firstblueridge.org" target="_blank">First Blue Ridge Church</a></strong>. <title>In Memory of Jeff Williams, Long-Time TEHA Member</title>

<description><![CDATA[<p style="text-align: left;"><span style="text-align: left;"></span></p><p style="text-align: center;"><img alt="" src="https://myteha.org/resource/resmgr/north_texas_chapter/jeff_williams_in_memoriam.jpg" style="text-align: justify; width: 125px; height: 166px; vertical-align: middle;" />&nbsp;</p><p style="text-align: left;"><span style="text-align: left;">Jeff William</span>s, 71 - December 15,&nbsp;1953 - January 11th, 2025</p><p>Jeff Williams began his distinguished career with the City of Fort Worth on May 1st, 2006, initially joining the Water Department. In 2007, he transitioned&nbsp;to the Consumer Health Division as a Consumer Health Specialist—a role he remained passionate about throughout his career. Over the years, Jeff earned multiple certifications, including his Sanitarian License, Code Enforcement Officer License, Certified Pool Operator Certificate, and eventually became a Certified Pool Operator Instructor.</p><p><br />Jeff was not only a primary trainer and expert on pool safety, but he also played a key role in coordinating the Mobile Vendor Task Force for many years. He meticulously organized police assistance, routes, and scheduling of inspectors to ensure effective operations. Additionally, Jeff served as the primary health inspector for the Fort Worth Stock Show and Rodeo, leading teams of inspectors to ensure a safe and healthy environment for all involved.</p><p><br />Beyond his technical expertise, Jeff was a dedicated member of our Department Initiative group, where he helped organize many events, including the popular breakfast burrito sales, to bring the team together and support the department.</p><p><br />Before his tenure with the City of Fort Worth, Jeff spent 30 or more years in the food service industry, where he gained extensive management experience. It was during this time that Jeff learned Spanish, a skill he later used to teach Spanish-language Food Handler and Pool Operator classes for many years.</p><p><br />It would be easy to say that Jeff maintained the most organized desk and city vehicle in the division for 18 years, a true reflection of his meticulous nature. He had the driest sense of humor but, there wasn’t a day that went by without him bringing a smile or a laugh to someone. Jeff formed countless meaningful relationships with customers, many of whom considered him a friend. His genuine care for others and unwavering commitment to his work left an indelible mark on everyone he served.</p><p><br />Jeff truly believed in the importance of his role as a Consumer Health Specialist, always going the extra mile to connect with customers and help them achieve compliance. <description><![CDATA[<p>TEHA is saddened to learn of the passing of Wayne Vernon Doyle, long-time TEHA member and TEHA Gulf Coast Chapter Member.</p><p>Mr. Wayne Vernon Doyle, aged 78, of Baytown, Texas, and formerly of Beaumont, Texas, passed away on Monday, October 28, 2024, in Baytown, Texas.</p><p>Wayne Vernon Doyle was born October 16, 1946, in Orange, Texas to the late Percy and Mary Doyle. He joined St. James United Methodist Church in Beaumont, Texas as a young man. Wayne graduated from George Washington Carver High School of Anahuac, Texas in 1964.</p><p>He attended Lamar University where he became a member of Alpha Phi Alpha Fraternity then graduated in 1968. He then joined the U.S. Air Force, where he served for 4 years and received an honorable discharge. <description><![CDATA[<p style="box-sizing: border-box; background-color: #ffffff;"><span style="box-sizing: border-box;"><span style="box-sizing: border-box; color: #595959;">NEHA Hill Day 2024 was attended by over 45 Environmental Health professionals from across the country and Texas was represented by four members, Sandra Long, Ginger Points, Tom Vyles, and Deanna Copeland.<br style="box-sizing: border-box;" /><br style="box-sizing: border-box;" />The event started with an orientation to congress on Wednesday evening, March 27 followed by a welcome reception that included opening remarks from Congressman Joe Courtney (CT).<br style="box-sizing: border-box;" /><br style="box-sizing: border-box;" />Thursday’s activities began with an early meeting on state priorities and schedule details before heading out in the chilly drizzle to the Capital offices complex.&nbsp; NEHA scheduled meetings with five Texas Representatives, Keith Self, Beth Van Duyne, Nathaniel Moran, Pat Fallon, and Al Green, and one Senator, John Cornyn. All meetings were held with office staff to introduce NEHA and TEHA’s mission to protect their constituents through environmental health and highlight TEHA as a resource for local environmental health information. <description><![CDATA[<p>The 2023 Legislative Session marked the sixth legislative session in which TEHA had actively engaged in the legislative process, and it was undoubtedly our most challenging to date. Numerous bills were filed that would have had a negative impact on environmental health and our profession, and the broader sentiment of the legislature was decidedly in opposition to local government on a number of issues.<br /><br />Despite the significant challenges, TEHA is pleased to report that the major bills that would have had the most negative impact on our profession were defeated, including legislation that would have eliminated the Registered Sanitarian and Code Enforcement Officer licenses from state law. Scott award has been extended to midnight on July 1, 2023</strong>.<br /><br />Each year, the TEHA Awards and Scholarships Committee accepts nominations for the I.E. Scott Award to recognize individuals for a career of outstanding contributions to the Environmental Health Profession. Criteria have been established by the Awards and Scholarships Committee and approved by the Governing Council. Candidates and recipients must be a current member of the association. The winner of the I.E. <title>TEHA Leads Opposition to Sanitarian/Code Enforcement Officer Licensure Repeal</title>

<description><![CDATA[On Wednesday, March 29, 2023, TEHA President Kacey Roman, Past President John Shrader, and TEHA lobbyist Duane Galligher testified in the House Committee on Licensing and Administrative Procedures against House Bill 3746, legislation that would repeal all references in Texas law to licenses for Registered Sanitarians and Code Enforcement Officers. The effect of the legislation would be to effectively eliminate licenses for sanitarians and code enforcement officers in Texas.<br /><br />TEHA representatives met with the staff of Rep. Craig Goldman, the author of the legislation, numerous times after the bill was originally filed. We organized testimony against the measure and alerted our membership to submit online comments via the Texas House of Representatives official comment system, after which an incredible 198 citizens registered comments on the proposed legislation.<br /><br />We are pleased to report that in a meeting with the bill author this week, Rep. Goldman confirmed to TEHA that he would no longer pursue passage of the legislation this session, meaning that House Bill 3746 is almost certainly dead during the current legislative session that ends on Memorial Day! This is a huge win for TEHA members and marks the second time that TEHA has led the opposition to serious efforts to eliminate sanitarian and code enforcement officer licenses during the last decade.<br /><br />TEHA would like to thank Rep. Goldman for taking time to listen to the perspective of affected sanitarians and code enforcement officers during testimony on the bill and during discussions after the committee hearing. It is extremely rare for a legislator to decide to no longer pursue passage of a bill he or she has authored, and we greatly appreciate Rep. Goldman’s willingness to listen to our concerns and respond in a fair and reasonable manner.<br /><br />When it comes to the legislative process, it’s often said that “you’re either seated at the table or you end up on the menu.” This experience is a reminder that despite the important role that environmental health professionals play to keep our communities safe and healthy; it is critical that we remain engaged and involved in the legislative process to ensure that policymakers understand our profession and the job we play in our communities.<br /><br />TEHA would like to offer our sincere thanks to Kacey and John for spending a day in Austin testifying against the bill, and to all of our members who took action to contact their local legislators in opposition to the bill. <description><![CDATA[<p>On Wednesday, March 1, 2023, a contingent of TEHA members visited the Texas State Capitol in Austin, TX to meet with state legislators.&nbsp;</p><p>TEHA had several meetings with our state legislators during the 88th Legislative Session to spread the message of TEHA and to speak on the issues of importance that impact environmental health for all of Texas.</p><p>On this year's agenda, TEHA is proposing a bill (HB 2424), sponsored by Rep. Romero. <title>NET Health Announces the 2022 W.T. &quot;Doc&quot; Ballard Award Recipients</title>

<description><![CDATA[The East Texas Chapter of TEHA has participated in the nomination of the Annual Doc Ballard Award offered through the Northeast Texas Public Health District (NET Health).&nbsp; This annual award will honor an individual or organization exemplifying the concept of public health distinguished by dedication to the goal of protecting and promoting the health of the community thru their service in the area of civic, cultural, health, welfare, religious or philanthropic endeavors.<br /><br /><strong>Co-Recipients of the 2022 "Doc" Ballard Award</strong><br />&nbsp;<br />The Northeast Texas Public Health District (NET Health) is pleased to announce the co-recipients of the 2022 W. T. “Doc” Ballard Award for Excellence in Public Health, Meteorologist Mark Scirto, Smith County Fire Marshal Jay Brooks, and Tyler Fire Chief David Coble.<br />&nbsp;<br />Mark Scirto is the Chief Meteorologist for KLTV 7. Mark graduated in 1982 from the University of St. Thomas in Houston with a degree in Meteorology and joined KLTV in January 1987.&nbsp; Mark remained as the original Daybreak Meteorologist for four years before moving to KPLC-TV Channel 7 in Lake Charles, Louisiana, where he worked as Chief Meteorologist for three years. In 1994, he re-joined KLTV and has been nominated for a Dallas Press Club Katie Award, an honor no other meteorologist in our area has ever received. Mark has held the Seals of Approval from the National Weather Association and the American Meteorological Society since 1989.&nbsp;<br />&nbsp;&nbsp;<br />Jay Brooks was appointed as the Smith County Fire Marshal in 2014 and then again in 2019. He also serves as the Smith County Emergency Management Coordinator and chairman of the Local Emergency Management Committee.&nbsp; In 1998, Marshal Brooks served Smith County as a volunteer recovery diver and firefighter/EMT-B. He became a peace officer and joined the Smith County Fire Marshal's Office in 2008 as a volunteer deputy and is a Certified Fire and Explosion Investigator and a Certified Vehicle Fire Investigator by the National Association of Fire Investigators.&nbsp;<br />&nbsp;&nbsp;<br />Chief David Coble started career in 1984 with the Fort Worth Fire Department reaching the rank of Executive Assistant Fire Chief. He served as interim Fort Worth Fire Chief before retiring in 2016, then being selected for the position of Tyler Fire Chief on September 28, 2016.&nbsp; In addition to his fire service duties, Chief Coble serves the community through Leadership Tyler, the Salvation Army, the Tyler Area Chamber of Commerce, and as the City of Tyler’s Liaison to Veteran Groups in Smith County.&nbsp;<br />&nbsp;<br />Click here to read the full media release and to view photos from the 2022 "Doc" Ballard Award Ceremony.- it was incredible!<br />&nbsp;<br />&nbsp;]]></description>
